It is very difficult to automate anything because people well respond to incentives in ways I've not predicted. For example, if you ban a driver based on n (let's say 1) reports then we will soon face the problem of not enough drivers. If drivers can automatically get paid for asking for cleaning fees by claiming a passenger did an oopsie then we might get a lot of those.
