What should you do when Windows complains that "this app can't run on your pc"?
I suggest looking at the downloaded file. It seems that sometimes, you get a malformed download which can cause Windows to pitch a fit. It is possible that downloading the file again only triggers download from a cache (which may be malformed itself).

I would not recommend searching the download in other places. In my case, I waited for a bit and downloaded the file again. I still got 2.00 MB downloaded files. I closed my web browser, waited a bit, and tried again. It worked for me.
Hope this helps you if you were stumped with the silly "This app can't run on your PC." As they say, Windows is not wrong in this case (it usually isn't). I just wish it gave better instructions when an installation file gave better error report.
